Yes, that's snow on the ground. This photo was taken the evening of Monday, April 28, 2007. Just a few days ago, a blizzard blew through eastern North Dakota and western Minnesota. Parts of Minnesota got 1.5 feet of snow and had snowdrifts twice that high. Grand Forks missed the peak snowfall but still got enough to remain on the ground despite 50F days and sunshine to try to melt it before I arrived.
