The sun sets on a small amusement park. The ferris wheel is running, but the rest of the park is closed. This park is also meant to draw tourists. As far as Rob knows, it doesn't work very well, but it isn't as strange as what some other cities in this part of Japan have done to try to attract tourists: avenues of modern art sculpture (though Sakaiminto City does have one, too), small art museums with only a very small handful of pieces, or a giant intended-to-be-dramatic highway interchange.
